Procedures that describe how an organization’s mission/business functions will be resumed and who is responsible during and after a significant disruption.

Continuity of Operations (COOP) Plan

COOP is the initiative that ensures that government departments and agencies are able to continue operation of their essential functions under a broad range of circumstances including all-hazard emergencies as well as natural, man-made, and technological threats and other national security emergencies.

COOP Plans address orders of succession, delegations of authority, continuity facilities, continuity communications, essential records management, human resources, testing, training,
exercising, devolution, and reconstitution
